Health and Care Strategy: Somerset CCG

Mental Health and Learning Disabilities Programme Support

Objectives

  • Providing end-to-end support with the development of Somerset’s multi-agency Health and Care Strategy
  • Engaging with managerial and clinical leads across the CCG, local authority and providers
  • Baselining provision, activity and issues across the mental health system; using a range of information and collating and analysing provider data
  • Producing a range of proposals for mental health and learning disabilities in primary and secondary care
  • Preparing the case for change for mental health inpatient beds, including identifying the optimum future number and configuration of adult and older adult mental health and dementia beds

What we did

  • Consulted with staff across the mental health and learning disabilities system to identify strengths and needs in current service provision
  • Mapped provision against national requirements, local issues and best practice models
  • Developed a suite of documents to support engagement across the system, including with patients and the public
  • Carried out a comprehensive analysis of mental health bed-based capacity and activity, including modelling future demand for adult and older adult beds against the impact of demographic changes and expanding alternatives to admission

Our impact

Five priority proposals agreed with the CCG Executive, covering:

  • A primary care mental health link worker scheme
  • Increasing capacity in community based secondary mental health care
  • Investing in Crisis Home Treatment and developing a Recovery House
  • Increasing dementia diagnosis in primary care
  • Remodelling learning disabilities services to deliver a health management approach to improve physical health outcomes, and to develop crisis care

Provided a robust analysis of Somerset’s future mental health bed needs and an options appraisal for delivery of these, in preparation for public consultation
